As the new leader of Bajor, Winn asks Kira (Nana Visitor) to return to her homeland to help reclaim some stolen farm equipment from Shakaar (Duncan Regehr), the former leader of her resistance cell during the occupation. Kira is reluctant to go up against a friend, but agrees to encourage Shakaar to meet with Winn and negotiate a peaceful settlement.
